Basseterre, St. Kitts (MoPIEUDT NEWS) – The Ministry of Public Infrastructure, Energy & Utilities, and Domestic Transport is introducing an exciting, new plan to make the ministry’s news more accessible to young children by dedicating a section of its website to a new Children’s Corner.
The decision to adopt child-friendly language and incorporate graphics appropriate for a younger audience was informed by the Communications Division’s appreciation that tapping into the demographic of young children could enhance the national discourse on water management and other issues relative to the ministry’s portfolio.
The move is also a natural extension of previous departmental activities to engage youth. In 2024, the Energy Unit launched a Mascot Design Competition that Jacquori Isaac won with his creation, Whirl.

The Water Services Department’s droplet character, Splishy Splash, initially introduced as a two-dimensional, educational figure, has been upgraded to three dimensions as plans to develop the narrative surrounding the character evolve.

As the country prepares to introduce the two million gallon per day Basseterre Desalination Plant into its water infrastructure network, the associated events will provide a host of teachable moments for the previously under-tapped demographic that the Children’s Corner intends to serve.
“The potential for storytelling involving both Splishy Splash and Whirl is great. There are endless possibilities.”
