Basseterre, St. Kitts (MoPIEUDT NEWS) – As the overseer of capital projects not only for its parent Ministry of Public Infrastructure, Energy, Utilities and Domestic Transport but also other Ministries in St. Kitts and Nevis, the Public Works Department (PWD) plays a critical role in advancing ministerial and national goals. One project at the heart of inter-ministerial collaboration is the rehabilitation of the New Horizons Rehabilitation Centre (NHRC) – an integral part of the juvenile justice system.
On June 5, 2025, speaking at the press conference organized by the Ministry of Public Infrastructure, Energy, Utilities and Domestic Transport and the Ministry of Information, Communication, Technology, and Post, PWD Deputy Director Xia-Xiang Claxton updated the public on progress at the site.
Describing the project as critical to the Ministry of Social Development and Gender Affairs, Ms. Claxton shared that PWD awarded seven contracts to facilitate the timely completion of the site.

“The renovation works were quite extensive. […] We divided the scope of work into seven contracts, so there are currently seven contractors who are working on the site. […] They should wrap up by the end of July for the residents to move in during the summer.”
In an article published on March 28, 2025, the St. Kitts Nevis Information Service (SKNIS) revealed that PWD Director George Gilbert disclosed the extent of the work involved in the rehabilitation. At the time, Director Gilbert was leading Deputy Prime Minister Hon. Geoffrey Hanley, Senator of State with responsibility for Social Development and Gender Affairs, Youth Empowerment, Ageing, and Disabilities, Hon. Isalean Phillip, and others on a tour of the facility.

According to SKNIS, Director Gilbert noted:
“[E]xtensive work, which includes upgrades to the electrical infrastructure, replacement of ceiling tiles, roof repairs, relocating water storage tanks, and constructing driveways and walkways on the facility grounds.”

The New Horizons Rehabilitation Centre is an integral part of the juvenile justice system and operates as a Therapeutic Centre for children aged 12 to 18 years who are in conflict with the law or who are beyond the care and control of their parents or caregivers.
